Self-consumption Configuration for Sharing Renewable Energy: SHARED CLEAN ENERGY
Self-consumption Configurations for Sharing Renewable Energy (CACER), mainly regulated by Decree from the Ministry of the Environment and Energy Security no. 414 of 7 December 2023, known as the CACER Decree, represent a group of subjects who, through distributed self-consumption promote the production of energy from renewable sources and local consumption, using the existing power grid.
THE MASE DECREE IDENTIFIES THREE TYPES OF CACER SOLUTION
These configurations, also contained in the TIAD (Integrated Text on Widespread Self-consumption), access tariff incentives set out by the MASE and delivered by the GSE, based on self-consumed energy.
Individual Self-consumption Systems for Remote Renewable Energy
A single end customer with one or more production units.
Renewable energy production and consumption systems are located in the same market area.
Collective Self-consumption Systems from Renewable Sources
Groups of end customers who own points connecting to the grid, located in the same building or apartment block.
The renewable energy production plants can be located anywhere in the market area, but they must be managed by at least one member of the community.
Apartment block occupants can explicitly join the self-consumption group or benefit from this sharing, authorising the GSE to process their data.
Renewable Energy Communities
Non-profit legal subjects, where the members are the end customers and/or producers of renewable sources with ownership of points connecting to the grid in the market area.
But what are the rules to apply for CACER solutions?
The renewable energy produced can be consumed virtually, i.e., in a different place, through the public grid (within the perimeter of the HV/LV electrical substation);
The maximum power threshold for each single production plant is 1 MW (each REC (Renewable Energy Communities)may correspond to several RES (Renewable Energy Sources) plants, each one 1MW);
CER incentives are set for a period of twenty years.
